How to use People's Power
This guide shows you where to click. Every picture below is a drawing of a real screen. The red numbers on the picture match the numbered steps under it. Do step 1, then step 2, and keep going.
Who are you?
I am a citizen
You want to follow laws, message your representative, vote in polls and report problems.
I am a legislator
You want to write bills, raise motions, run projects and answer the people you serve.
I run the platform
You are an admin. You check, approve and publish everything, and look after accounts.
What is People's Power?
It is a website that shows you what your government is doing.
- You can read every new law while it is still being written.
- You can see the person who represents you, and send them a message.
- You can follow building projects in your area and say if something is wrong.
- You can vote in polls and tell your leaders what you think.
- Your leaders use the same website to do their work, so you both see the same thing.
Citizens and legislators use the main website. Admins use a separate dashboard at a different web address. They look different, so make sure you are reading the right part of this guide.
Words we use
Some words on the website are hard. Here is what each one means, in plain English.

| Motion | A request. One leader stands up and asks the room to agree to something. The room then votes yes or no. |
| Constituency | Your area. The piece of the country you live in. One person is chosen to speak for everyone in it. |
| Legislator | The person chosen to speak for your area. Also called your representative, or your rep. |
| Session (a sitting) | A meeting where all the leaders sit together and talk about bills and motions. |
| Poll | A question with answers to pick from. You choose one, and everybody's answers are counted. |
| Project | Something being built in your area — a road, a school, a clinic. |
| Premium | Paid. Some pages are only for people who pay. A padlock 🔒 means you must pay to read it. |
| Follow | To keep an eye on something. When you follow a bill, the website tells you when it changes. |
| Draft | Not finished. Only you can see it. Nobody else can, until you send it. |
| Admin | A person who looks after the whole website and checks things before the public sees them. |
| Committee | A small group of leaders who study one subject closely, like health or roads. |
The pictures in this guide are drawings of the screens, not photographs. Real screens will have real names and real numbers on them. The buttons, though, are in the same places and say the same words.
For Citizens
This part is for you if you live here and want to know what your government is doing. Start at step 1 and work down. You only do steps 1 and 2 once, ever.
1. Create your account
Making your account. You need one before you can follow anything or message anyone.
Go to the website and click Sign up at the top right. This opens a form with two steps.
Step one — your details
- Type your full name.
- Type your email. Use one you can open right now — a code is coming to it.
- Type your phone number.
- Make a password, then type the same password again in the box next to it.
- Use at least 8 letters and numbers.
- Click the little eye 👁 if you want to see what you typed.
- Click the small square box to tick I agree to the Terms of Service and Privacy Policy.
- Click the big green Create Account button.
Your email and your phone number must not already be used by someone else. If they are, the website will tell you.
The Continue with Google button under the form does not work yet. Please use the normal form above.
Step two — the code from your email
The website now sends a 6-digit code to your email. Go and open your email.
- Type the 6 numbers from the email into the six little boxes. One number in each box. You can also copy the code and paste it — all six boxes fill on their own.
- Click Verify Account.
- No email? Wait for the timer to finish, then click Resend now.
- Look in your spam or junk folder first.
- The code stops working after 10 minutes. If it is old, ask for a new one.
- You can only ask for a new code once every minute.
The code only goes to your email. Do not wait for an SMS — there isn't one. The Contact support link on this screen does not go anywhere yet.
The website moves you on to a page called Tailor Your Representation. That is the next step below.
2. Finish your profile
Telling the website where you live, so it can show you your own leader and your own area's news.
Until you pick your state and your area, the website will keep bringing you back to this page. Nothing else will open.
- Click State of Residence and pick the state you live in.
- Click Select Constituency and pick your area.
- This box stays grey until you pick a state. Do step 1 first.
- Under Focus Interests, tap the subjects you care about. Tap as many as you like. Tap one again to turn it off.
- Click Complete My Profile.
Your home screen opens and says Welcome back with your name.
3. Log in
Getting back into your account on any day after you made it.
- Type your email or phone number. Either one works.
- Type your password.
- Click Log In.
- Forgotten it? Click Forgot Password? and read the next part.
Those two buttons look important but they do nothing. The website already knows what kind of account you have. Just type your email and password.
Your home screen opens with the green menu down the left side.
4. Forgot your password
Getting back in when you cannot remember your password. It takes three short screens.
- Type your email and click Send Reset Code.
- Open your email, type the 6 numbers, and click Verify Code.
- Type a new password twice, then click Reset Password.
A green message says Password reset successfully and the log in page opens. Now log in with your new password.
5. Your home screen
This is where you land every time you log in. Everything else is one click away from here.

- The green strip down the left is your menu. Every page in this guide is on it. On a phone, tap the ☰ lines at the top to open it.
- The envelope ✉ takes you to your messages. A red dot means somebody wrote to you.
- The bell 🔔 shows your news. A red number means something changed. Click it, then click Mark all read to clear them.
- The four boxes with numbers tell you how much you are following right now.
- Your Rep is the leader for your area. Click Direct Message Rep to write to them straight away.
Lower down the page you will also find Local News For You and a small Report Local Issue box, where you can report a problem without leaving this page.
You can find the menu on the left and open any page from it.
6. Bills
Watching a new law while it is being written, so you know what is coming.
Remember: a bill is a law that is not finished yet.
Find a bill and follow it
- Type a word from the bill's name in the search box. Or leave it empty to see them all.
- Use the grey drop-down boxes to narrow the list — by status, by who wrote it, or by committee.
- Click the title of a bill to open it and read it.
- Click Follow Bill to keep an eye on it. A small box opens — tick what you want to hear about, then click Follow Bill again.
- The button then says Following. Click it again to stop following.
Follow Bill watches that one bill.
TRACK NEW BILL at the top right is different — it tells you about
every new bill and every vote.
Read a bill you follow
Click My Bills in the green menu. Everything you follow is listed there. Click one to open it.
- The coloured tag at the top tells you where the bill has reached.
- Remove Bill stops you following it and sends you back to your list.
- Share gives you a link you can copy and send to a friend.
- The Legislative Path is the bill's journey. Green ticks are done. The dot is where it is now.
Scroll down for Recent Votes (how each leader voted), Official Documents you can download, and Constituent Voice, where you can leave a comment. See part 13 for that.
Some bills are Premium. You can see the name and the tags, but not the full text. Read part 16 to unlock them.
The bill you want shows up under My Bills in the green menu.
7. Motions
Watching a request that a leader has made to the whole room, and seeing how everyone voted.
Remember: a motion is a leader asking the room to agree to something. It is quicker and smaller than a bill.
- Use the search box or the two grey boxes to find a motion.
- Following shows only the motions you are watching.
- All Motions shows every motion. Start here to find new ones.
- Click View Details to open a motion.
- If a motion was turned down, the button says Reasoning instead. Click it to read why.
Inside a motion
- Click Get Updates to be told when this motion moves. A small box opens with three tick boxes:
- Notify when debate starts
- Notify when voting happens
- Notify when decision is made
- Type what you think in the box that says Add your perspective on this motion...
- Click Post Comment. Everyone can read it.
- Chamber Sentiment shows how the leaders voted: for, against, or not voting.
Click Updates on, untick all three boxes, then click Stop following.
The motion shows up under the Following tab.
8. Your representatives
Seeing the person who speaks for you, checking if they are doing their job, and writing to them.
- Auto-assigned Representatives is your own leader. The website picked them because of the area you chose in step 2. You do not have to do anything.
- A blue tick ✔ next to a name means the Assembly has checked that this person is real.
- Click View Profile to see everything they have done.
- Click the envelope ✉ to write to them right now.
If nobody shows up here, your area is probably not set. Go to Settings and check your state and your constituency.
On their profile page
You will see four big numbers: Bills Sponsored, Attendance Rate, Votes Participated and Engagement Score. There are four tabs to click:
- Overview — their life story, their committees, past elections.
- Bills — every law they have written.
- Projects — everything being built in your area under their name.
- Voting Record — how they voted on every single thing. Use the All / For / Against / Abstained buttons to filter it.
At the top of that page: Message writes to them, and Follow adds them to your Followed Representatives list so you can find them again. To stop, click Unfollow.
You can see your own leader's name and open their profile.
9. Projects
Following a road, school or clinic being built near you — and telling someone if it has stopped.
- Click the red Report Issue button if something is wrong with the project.
- Click Follow Project to be told when it moves on.
- The green bar shows how much is finished.
- Click Add My Update to tell everyone what you can see on the ground.
Reporting a problem with a project
PNG, JPG or MP4 · up to 20MB
- Pick an Issue Type: Abandoned, Delayed, Poor Quality, Mismanagement, Safety Concern or Other.
- Write what is wrong in the Description box. Use at least 10 letters.
- Add a photo or a short video if you have one. It must be smaller than 20MB.
- Click Submit Report.
You can see what happened to your report later. Go to Report an Issue in the green menu and click the Project reports tab.
Your report shows up under Project reports with a coloured status tag.
10. Polls (voting)
Answering a question so your leaders know what people really want.
- Under Active Polls, read the question.
- Click the answer you want. It turns green.
- On some polls there are little pictures instead — 👍 for yes, 👎 for no, ⚖ for not sure. Tapping one of those votes straight away.
- Click Submit Vote. A green message says Vote submitted!
- Scroll down to Past Results to see polls that are finished and who won.
On most polls you cannot change your answer afterwards. If you try, the website says You have already voted on this poll. Some polls are only for legislators — you will not be able to vote on those.
Your answer has a YOUR VOTE tag on it and the vote count goes up.
11. Messages
Writing straight to your leader, privately. Only you and they can read it.
You can only message a legislator, and only one from your own state. You cannot message other citizens. If someone is missing from the list, this is why.
- Click + New at the top. A box opens saying Select a representative to start a conversation with. Search for a name and click it.
- Old chats are listed down the left. Click one to open it.
- Type what you want to say in the box at the bottom.
- Click the arrow ➤ to send.
- Under your message it says Sent, then Seen when they read it.
The ⋮ at the top right of a chat lets you View Profile, Mark as Unread or Delete Conversation.
Every Message, Direct Message Rep and Contact Office button anywhere on the website opens this page with the chat already started. You do not have to search for the person.
Your message appears on the right side of the chat in a green bubble.
12. Report a problem
Telling the government about something broken near you — a pothole, no water, a dark street.
- Give it a short Title, like "Broken street light".
- In Detailed Description, say what is wrong. Use at least 10 letters.
- Pick an Issue Type — Infrastructure, Environment, Public Safety, Health, Education or Other.
- Type where it is in Exact Location. A street name or a landmark is fine.
- Add a photo if you can. It must be smaller than 10MB.
- Click Submit Report.
- Watch what happens to it on the right.
- Community issues — problems like this one, that you reported yourself.
- Project reports — problems you reported about a building project.
What the coloured tags mean

Your report appears in the list on the right with a tag on it. Click View details to see its number.
13. Comments and reactions
Saying what you think about a bill, a project, a sitting or a news story. Your leader sees it.
Near the bottom of almost every page there is a box called Constituent Voice. It always works the same way.
This will help my village a lot.
Thank you. I will raise this at the hearing.
- Tap one button to say how you feel:
- 👍 SUPPORT — you like it.
- 👎 OPPOSE — you do not like it.
- 🤔 UNSURE — you are not sure.
- Type in Add a public comment... to say more.
- Click the arrow ➤ to post it. Everyone can read it.
- A green Official tag means the reply came from the leader or from an admin — not from an ordinary person.
You can only delete your own comments. Look for the Delete word under them.
The 👍👎🤔 buttons only appear on bills, projects and sittings. On news stories and motions you can comment, but there is nothing to react to.
Your comment shows up in the list with your name and the word "Just now".
14. News and sittings
Reading what happened, and watching the leaders meet — live or afterwards.
News
Click News at the top of the website. Click any story to read it. Inside a story:
- 👍 — tap to like it. Tap again to unlike.
- Share — get a link to send to someone.
- 🔖 Bookmark — save it to read later.
At the bottom of the sidebar is Stay Ahead of the Curve. Type your email there and click Subscribe Now to get a summary by email every week. Every email has an unsubscribe link at the bottom if you change your mind.
Sittings
Click Sessions at the top. A LIVE tag means the leaders are meeting right now — click it to watch. Older meetings are listed underneath, with a video you can still watch.
To be reminded about a meeting, click Remind Me at the top of the Sessions page. This box opens:
- Tick Before session starts to be told the day before.
- Tick When session goes live to be told the moment it begins.
- Tick When summary is published to be told when the write-up is ready.
- Click Save. The button now says Edit Reminder.
A green message says Reminder set successfully.
15. Settings
Changing your name, your area, the subjects you care about, and the emails you get.
- Change your Full Name here if you need to.
- Your phone and email have a 🔒 on them. You cannot change those yourself.
- Click Save Changes. This saves your name and your area together.
- Moved house? Change Primary State and Constituency District, then click Save Changes. Your leader changes to match.
- Tap subjects under Focus Interests, then click Save Interests. Keep at least one.
- Under Alert Subscriptions, flip a switch to get emails about that subject. These save on their own — there is no button to press.
There is no way to change your password or add a photo from this page. The three grey buttons at the very bottom (Privacy Policy, Terms of Service, Security Audit) do nothing when clicked.
A green message says your settings were saved.
For Legislators
This part is for you if you have been chosen to speak for an area. You use the same website as citizens, but you get extra pages for doing your work.
1. Getting your account
Making your account for the first time. An admin has to start this for you — you cannot do it yourself.
The Sign up button on the website makes a citizen account, not a legislator one. If you use it you will get the wrong kind of account. Wait for your invitation email.
How it works
- Wait for the email. It comes from the Assembly and says You're Invited to People Power.
- Click the green Set Up Your Account button inside the email.
- The link only works for 48 hours. After that, ask the admin to send a new one.
- Type your full name, make a password, and type the same password again. Then send the form.
The page that the email button opens is not built yet. If you click it today you will see a "page not found" error. The rest of the system behind it is finished and working.
What to do meanwhile: ask your admin to set your password for you, or wait until the team turns this page on.
The blue tick
Your account starts not verified. Citizens can still see your profile, but without the ✔ tick next to your name. Only a Super Admin can add that tick. Ask them if you need it. You can see where you stand in Settings → Profile, at the bottom of the page.
You are logged in and the green menu on the left says Legislator at the top.
2. Log in
Getting back into your account after the first time.
The log in page is exactly the same one citizens use. Go to the website and click Login at the top right.
- Type your official email (or your phone number).
- Type your password.
- Click Log In.
There are two buttons at the top of the log in form. They look like you must pick one. You do not. They do nothing at all. The website already knows you are a legislator and takes you to the right place.
Forgotten your password? Click Forgot Password? and follow the same three screens described in the citizen part, step 4.
Your home screen opens and says Good morning, Honorable.
3. Your home screen
Seeing how you are doing, and jumping straight to the job you want to start.
- Your menu is the green strip on the left. It has more items than a citizen's menu.
- View Public Profile shows you exactly what the public sees when they look you up. Check it now and then.
- The four boxes are your score: bills you wrote, how often you show up, how many people follow you, and your projects.
- Quick Actions are shortcuts. Create Bill, Add Project, Start Poll and Engage take you straight to the job.
- Join Session opens the next meeting. It goes grey when there is nothing to join.
At the bottom of the green menu there is a + New Initiative button. It has not been finished. Nothing happens when you click it. Use Quick Actions instead.
You can see your four numbers and open any page from the green menu.
4. Bills
Writing a new law and sending it in to be looked at.

- Click + Create New Bill to start a new one.
- Use the search box and the grey boxes to find an old one.
- The Current Stage tag tells you where each bill has reached.
- Click the pencil ✏ to change a bill, or the ⋯ dots for Edit and Delete.
Once you send a bill in, it is locked. If you try to edit it you will see "Bill is No Longer Editable". If you try to delete it you will see "This Bill Cannot Be Deleted". To pull a sent bill back, you must ask an admin.
Writing a bill — the four steps
Clicking + Create New Bill opens a form with four steps along the top. You move through them one at a time.
- The four steps are shown at the top. The green one is where you are now.
- Type the Bill Title. This is the only thing you must fill in to move on.
- Pick a Category, a Target Session, and write a Short Summary. Add Tags if you like.
- Click Next Step.
Step 2 — Bill Content
- Write the actual words of the law in the big writing box.
- Use the buttons above it for bold, italic, headings and lists.
- Upload any documents that go with it.
- Watch the little word near the box. It says Saved when your work is safe.
- Click Next Step. You cannot move on with an empty box.
Step 3 — Sponsors
- Primary Sponsor is already you. You cannot change it.
- Under Co-Sponsors, type a colleague's name and click them to add them.
- Pick a Standing Committee — the group who will study your bill.
- Pick an Effective Date — when the law would start.
- Click Next Step.
Step 4 — Review and send
- Read everything one last time. Click Read Full Bill to see the whole text.
- Click Submit Bill.
Your bill is only really sent in when all six of these are filled:
- Title
- The bill text
- Category
- Committee
- Effective date
- At least one co-sponsor
If even one is missing, the website quietly saves it as a draft instead. It will show you a box called "Save as Draft?" listing what is missing. Click Go Back & Edit to fix it, or Save as Draft to finish later.
How to tell which happened: sent-in bills say "Bill officially submitted to the legislature!". Drafts say "Progress saved successfully as a draft."
You can invite co-sponsors while writing the bill. But there is no screen yet where a colleague can accept or turn down your invitation. That part is still being built.
You see the green Bill successfully created screen with a Bill ID on it — not the word DRAFT.
5. Motions
Asking the whole chamber to agree to something, and getting it voted on.
The journey of a motion
Write a motion
Click My Motions in the green menu, then + Raise a Motion.
- Type a short Title.
- Write a one or two sentence Summary. This is what the public sees on the list.
- In The motion, as it will be moved, write the exact words you will say. It usually starts "That this House do resolve…".
- Not finished? Click Save as draft. Only you can see it.
- Ready? Click Submit for clearance. The clerk now checks it.
Put your motion on a meeting
Once the clerk clears it, open the motion and click Table in a sitting.
- A meeting marked Sitting now is happening right this minute.
- A meeting marked Scheduled has not started yet. This is the safe choice.
- Read the orange warning if you pick a live meeting.
- Click Table motion, or Table and open the division on a live meeting.
Everybody in the chamber gets a notification and can vote straight away. Only do this when you really mean it. Pick a Scheduled meeting if you are not sure.
Voting on a motion
When a vote is open, go to Sessions, open the meeting, and find Motions on the floor. Each motion has three buttons:
- For — you agree.
- Against — you do not agree.
- Abstain — you are present but not choosing a side.
You can change your mind while the vote is still open. Just click a different button. When it closes, the card says Voting closed — carried or not carried.
Other things you can do to a motion

Your motion shows Carried or Not carried under Order paper history.
6. Projects
Telling the people in your area about a road, school or clinic you are building for them.
Make a new project
Click My Projects in the green menu, then Create Project.
PNG, JPG up to 10MB
- Type the Project Name.
- Write the Description — what it is and who it helps.
- Fill in the Start Date, the Expected Completion date and the Budget. The budget is optional.
- Add a Cover Image. A photo of the site or a plan drawing works well.
- Click Create Project.
Every new project goes to an admin first. Until they approve it, your project page says "This project is not yet publicly available." You can still open and edit it from your own list.
Post an update
People want to know how it is going. On your project list, each card has three buttons: VIEW, EDIT and UPDATE. Click UPDATE.
- Pick the Current Status: Ongoing, Completed, Delayed or Abandoned.
- Write a short Progress Note about what has just happened.
- Drag in a photo of the site.
- Click Post Update. Everyone following the project is told.
Your project card shows the new percentage and the words Updated with today's date.
7. Polls
Asking the people you serve a question, and counting their answers.
Click Polls in the green menu, then + Create Poll.
- Type your Poll Question. Keep it short — under about 120 letters works best.
- Type the answers people can pick. You need at least two.
- Need more answers? Click + Add Option. The bin 🗑 removes one.
- Pick Single Choice (one answer only) or Multiple Choice (people can tick several).
- Set the Duration — the date and time the poll shuts by itself.
- Click Publish Poll to open it now, or Save as Draft to finish later.
Seeing the answers
Click View Results on any poll card. You will see:
- Live Results — a bar for each answer.
- Total Participation — how many people answered.
- Breakdown by Precinct and Demographic Distribution — who answered, by area, age and gender.
- Export CSV — downloads all the numbers as a spreadsheet.
Click Close Poll and nobody can vote again, ever. The website warns you first and this is written into the permanent record.
Your poll appears under the Active Polls tab with an ACTIVE tag.
8. Sittings
Knowing when the chamber meets, joining it, and voting while you are there.
Click Sessions in the green menu.
- Live Now — a meeting happening right this minute. Click it to join.
- Upcoming Sessions — meetings that have not started.
- Remind Me — get told before a meeting starts. It works the same way as the citizen version. Once set, the button says Edit Reminder.
Inside a live meeting
Open a meeting to see the video, the Session Agenda (what will be discussed, in order), Bills on Floor, and who is present under Assembly Attendance.
The important part for you is Motions on the floor in the side panel. That is where you vote — see step 5 above. Click Leave Session at the top when you are finished.
Your vote is recorded and the panel says You voted…
9. Constituent Feedback
Reading what people are saying about your work, and answering them officially.
- Awaiting Reply is the number that matters. It counts people still waiting to hear from you. Click the box to jump there.
- The Comments tab lists what people wrote. Use the All / Bills / Projects / Sessions buttons to narrow it.
- The Project reports tab is for problems people flagged on your building projects.
- Awaiting reply only is ticked for you. It hides everything you have already answered. Untick it to see everything.
- Type into Write an official response… and click the arrow ➤. Your reply is public and gets an Official tag.
The other two tabs
- Sentiment — which of your bills and projects people like most and least. Sort by Most opposed to find trouble early.
- Followers — who is watching you, and what they are watching.
Awaiting Reply shows 0, and the comments say Answered.
10. Constituency Reports
Problems that people in your area have reported — a broken road, no water, a dark street.
Constituency Reports (this page) = problems in your area. Anybody living there can send one.
Project reports (a tab inside Constituent Feedback) = complaints about one of your building projects.
They have similar names but they are separate lists in separate places.
- Urgent Reports at the top are the most serious ones. Deal with these first.
- Click Respond to change the status. A box opens:
- Pick a new status: New, In Progress, In Review, Dismissed or Resolved.
- Write a short note saying what you did.
- Click Save Update.
- Click View Details to see photos, the exact spot on a map, and to write to the person directly under Official Correspondence.
On the details page there is also a Resolve button. Click it when the problem is properly fixed. It then reads Resolved.
The report's tag turns green and says RESOLVED.
11. Messages
Talking privately to the people you serve.
Click Messages in the green menu. It works exactly like the citizen version, with one difference: your list is full of citizens, not legislators.
Only citizens, and only ones living in your own state.
You cannot message another legislator. That is not possible on this platform.
If your list is completely empty, your state is probably missing from your profile. Go to Settings → Profile and set it.
- Click + New to start a chat. A box says Select a citizen to start a conversation with.
- Type a name in Search citizens... and click the person.
- Type your message and click the arrow ➤.
Your message shows in a green bubble and turns to Seen when they read it.
12. Settings
Your public details, your password, and what the website tells you about.
Click Settings in the green menu. There are four tabs along the top.
- The four tabs are Profile, Account & Security, Notifications and Privacy & Visibility.
- Click Change Image to add your photo. Use a clear head-and-shoulders picture.
- Fill in your Legislature, Chamber, State and Constituency.
- Chamber only appears if you pick National Assembly.
- Constituency stays grey until you pick a state.
- This line tells you whether you have the blue tick. Only a Super Admin can give it to you.
- Click Save Changes.
Account & Security tab
- Type your Current Password.
- Type your New Password, then type it again below.
- Click Update Security.
Your email is shown but you cannot change it here. There is no two-step login yet.
Notifications tab
Four switches. Turn on the ones you want:
- Messages — when a citizen writes to you.
- Reports — weekly summaries and committee findings.
- Sessions — meeting updates and quorum calls.
- Polls — surveys and feedback.
Privacy & Visibility tab
Three switches that control what the public sees:
- Show contact info on public profile — your office email and phone.
- Show activity publicly — your bills, votes and attendance.
- Allow direct messages from constituents — turn this off and people cannot write to you.
A green message says your settings were saved.
For Admins
This part is for the people who look after the whole platform. You check things before the public sees them, you look after accounts, and you keep everything running.
1. Getting in
Opening the admin dashboard. It is a different website from the one citizens use.
Citizens go to peoplespower.ng.
You go to admin.peoplespower.ng.
Type the admin address and the website takes you straight to the dashboard. You do not need to remember any extra bits after it.
- Type your Email address.
- Type your Password. Click the eye 👁 to check what you typed.
- Click Sign in.
If it does not let you in

New admins — accepting your invitation
You do not make your own admin account. A Super Admin invites you by email.
- Open the invitation email and click the link inside it.
- Type your full name. Your email is filled in already and cannot be changed.
- Make a password (at least 8 letters) and type it again below.
- Click Activate my account.
If the link says Invitation unavailable, it has run out. Ask for a fresh one.
You see the green dashboard with Admin Assembly Dashboard at the top.
2. Your home screen
Seeing what needs your attention today, in one glance.

- The green strip on the left is your menu. It has every section on it.
- You only see the parts your role is allowed to open. If a menu item is missing, that is why.
- The Search platform data box finds users, legislators, bills, projects and sittings. Press Ctrl+K (or ⌘K on a Mac) to open it from anywhere.
- Pending Approvals in the gold box is your to-do list. If it is not zero, something is waiting for you.
- Pending Legislative Verifications lists leaders waiting for their blue tick. Click Verify next to a name, then Confirm Verification.
- Bills Needing Status Update shows bills nobody has touched in a while. Click Update Status to open one.
Your role is Manager. You can look at everything but change nothing. That is normal, not a fault. Ask a Super Admin if you need more.
Pending Approvals is at zero and nothing is marked stale.
3. Citizens
Finding a member of the public, giving them a verified tick, or stopping a troublemaker.
In the menu click Users, then Citizens.

- Type a name or an email in the search box to find one person.
- Click All, Active, Pending or Suspended to narrow the list.
- Click a person's name to open their full profile.
- Click the ⋯ dots for quick actions without leaving the list.
On a citizen's profile
- Click Verify User to give them a verified tick. Click Remove Verification to take it away.
- Click Suspend to block them.
- You must write a reason. Be clear — this is kept on record.
- You can tick a box to email them about it.
- Click Reactivate to let a suspended person back in.
- Scroll down to the Activity Log to see everything they have done. Click Load more for older entries.
The Invite User button at the top right is not connected to anything yet. Citizens sign themselves up — you do not need to invite them.
The person's status tag shows what you wanted: Active, Suspended or Verified.
4. Legislators
Bringing a new leader onto the platform, and looking after the ones already there.
In the menu click Users, then Legislators.
Inviting a legislator
Click Invite Legislator at the top right. This box opens.
- Type their Full Name, with the title — for example "Hon." or "Sen.".
- Type their Official Email Address. The invitation goes here, so get it right.
- Pick the Legislature: State House of Assembly, or National Assembly.
- Pick the Chamber: Senate or House of Representatives.
- This only appears if you chose National Assembly. State assemblies have no chamber.
- Pick the State, then the District / Constituency.
- The district box stays grey until you pick a state. Do the state first.
- Pick their Initial Access Level: Standard Legislator for most people, or Committee Chair if they run a committee.
- Click Send Invite.
The invitation link only works for 48 hours. After that, send a new one.
If you see "A user with this email already exists on the platform", that email is already in use — often as a citizen account. Use a different one.
The page the invitation opens is not built yet, so the person will see a "page not found" error. Until the team turns it on, tell whoever you invite what to expect, and arrange their password another way.
Managing a legislator
Click a name to open their profile. Depending on your role you can:
- Access level — switch between Standard and Committee Chair.
- Committee Membership — add or remove committees, then click Save.
- Verify User — give the blue tick. Super Admin only.
- Suspend — block them. Super Admin only.
Four tabs show their record: Overview, Bills, Projects and Voting Record.
A green message says Legislator invitation sent successfully.
5. Bills
Checking a new law a legislator has sent in, moving it along, and letting the public see it.
Click Bills in the menu, then click a bill's title to open it. The buttons you need are in the dark green Administrative Control box.

- UPDATE STAGE — moves the bill to its next step. A box opens:
- Pick a stage: Drafting, First Reading, Committee Review, Public Hearing, Second Reading, Final Vote, Enactment.
- Add a note if it helps. This is optional.
- Click Transition Stage.
- APPROVE BILL — says yes to the bill and makes it public. Write your feedback, then click Confirm Approval.
- DISSEMINATE — opens a sharing box for Facebook, Twitter and Instagram.
- REJECT BILL — turns it down. You must give a reason. The legislator is told.
- Admin Insights & Notes is for private notes between admins. The public never sees these.
APPROVE BILL needs the "Approve Bills" permission. The other three need "Manage Bills". If a button is not there, your role does not have that permission.
The bill's status tag says PUBLISHED or REJECTED — not IN REVIEW.
6. Motions
Checking a request a legislator wants to put to the chamber, and letting it through.
Click Motions in the menu, then a motion's title. Your buttons are again in the Administrative Control box.

- Read the Summary and The motion, as moved.
- Happy with it? Click Clear for floor. It is now public.
- Needs work? Click Return for revision and write what must change.
- Not acceptable at all? Click the red Reject motion and give a reason.
You only see the buttons that make sense right now. If the only button left is Share, the page tells you: "No decision is pending on this motion." Nothing is broken.
Lower down, Voting Rounds shows how each person voted. Click Show to open a round. You can also open voting, close voting and record the result of a past meeting from here.
The status tag reads ON THE FLOOR, CARRIED, REFUSED or REJECTED.
7. Projects
Checking building projects before the public sees them, and dealing with complaints about them.
Approving a project
Click Projects in the menu, then a project's name.
- Read the project and look at the photos.
- Click Approve to let the public see it.
- Click Reject to send it back. A box says "Rejecting this project will return it to the legislator as a draft for revision." They can fix it and try again.
- Click Update Status to change it to Draft, Pending, Ongoing, Completed, Delayed or Abandoned, then click Save Status.
Complaints about projects
Click Projects then Issue Reports. This is every complaint the public has made about any project, all in one list.
- Click a coloured button to see only reports at that stage.
- Pick the new Report Status.
- Write an internal note. Only admins see this.
- Write a reply to the reporter. They will read this and get a notification.
- Leave it empty and nothing is sent to them.
- Click Save Moderation.
A message says Report updated, or Report updated and the reporter notified if you wrote a reply.
8. Sittings
Setting up a meeting of the chamber, saying who is coming, and putting it live.
Click Sessions in the menu, then Create Session.
- Type the Session Title. Use at least 3 letters.
- Pick the Session Type, the Location, the Date and the Start Time. All four are needed.
- Upload a Cover Image and paste the YouTube Livestream Link if there is a video.
- Click + Add Agenda for each item to be discussed. Pick a type — Debate & Vote, Presentation, Procedural, Public Interaction or Break — and how long it should take.
- Click Publish Session to announce it, or Save as Draft to finish later.
Running the meeting
Open the meeting from the list to see its review page. From there you can:
- Edit — change any detail.
- Manage Invitees — pick who is coming, then click Save Invitees.
- Start Session — puts it live. The whole platform sees a LIVE tag.
- Premium access — decide whether people must pay to watch the recording.
When it is over, mark it complete. To call one off, cancel it.
The meeting shows the tag you wanted: Draft, Scheduled, Live, Completed or Cancelled.
9. News
Writing a story and putting it on the public website.
Click News in the menu, then Add New Post.
- Type the Title. It needs at least 5 letters.
- Upload a header image. This is the big picture at the top of the story.
- Write the story in the big box. Use the buttons above it for bold, italics, headings, lists, links and pictures.
- Pick a Category and add Tags.
- Choose Visibility:
- Public — everybody can read all of it.
- Premium — only paying readers see the whole thing. Everyone else sees a short piece and a padlock.
- Click Create post.
Back on the news list, each story has View, Edit, PUBLISH / UNPUBLISH and Delete. UNPUBLISH pulls a story back to draft — it does not delete it.
The story's status says Published and it appears on the public News page.
10. Comments
Looking after what the public writes, and taking down anything rude or harmful.
Click Engagement in the menu. Every comment on every bill, project, sitting and news story is in this one list.

- Type words into Search comment text… to find a particular comment.
- Click Bills, Projects, Sessions or News to see comments from one place only.
- Click the 🚫 hide icon — "Hide from public view (keeps the record)". Nobody can see it, but it is not gone.
- Click the ↩ restore icon to put a hidden comment back.
- Click the 🗑 bin to delete it for good. You will be asked to confirm.
Hiding can be undone. Deleting cannot. If you are unsure, hide it. You can always restore it afterwards.
The Hidden count goes up and the comment no longer shows on the public page.
12. Alerts
Making subjects people can sign up to, then emailing just the people who chose that subject.
This is different from the newsletter. A newsletter goes to everybody. An alert goes only to people who asked for that one subject.
Click Alerts in the menu. There are three pages:
- Alert Types — the subjects people can sign up to.
- Subscribers — who signed up to what.
- Delivered — what was sent, and whether it arrived.
Making a new subject
- Click New Alert Type.
- Type a Name, like "New Bill Alert".
- Leave the Slug alone — it fills itself in.
- This cannot be changed later, so get the name right the first time.
- Write a short Description saying what the alert covers.
- Tick Active (visible to users for subscription) so people can find it.
- Click Save Changes.
Sending an alert
- On the Alert Types list, click the Send alert icon on the row you want.
- Type a subject line.
- Write the message.
- Click Send Alert.
Check the Delivered page afterwards. Each one says Queued, Sent or Failed.
Your alert shows as Sent on the Delivered page.
13. Polls
Asking the whole country a question from the platform itself.
Click Polls in the menu, then New Assembly Poll.
- Type the Poll Question. At least 5 letters.
- Add the Answer Options. You need 2 to 10 of them.
- Pick Poll Type: Single Choice or Multiple Choice.
- Pick Audience Target: All Constituents, or Specific Constituency and then name it.
- Pick Who Can Vote: Public (everyone) or Legislators Only.
- Turn on Anonymous voting if people should not be named with their answer.
- Set how long it runs, then click Save as Draft or publish it.
Once a poll is published you cannot change the question or the answers. If you try, the website says "Only draft polls can be edited". Check it carefully before publishing.
On a poll's page you get Live Results, Total Participation, Unique voters, and a breakdown by area, age and gender. Close Poll ends the voting for good.
The poll's status says Active and the vote count starts climbing.
14. Money and Premium
Seeing who pays, what they get for it, and deciding which pages are paid.
Click Subscriptions in the menu. It has three pages underneath.
Subscribers
Everyone who pays, and every payment made.

Click a row to see one person's details. Deactivate subscription stops their billing. Tick Revoke access immediately to cut them off at once instead of at the end of the period.
Refresh plan prices at the top re-reads the prices from the payment company. Use it if a price looks out of date.
Plans & Benefits
What each plan gives people. You can turn a benefit on or off for a plan, and set how much of it they get.
The list of possible benefits is fixed in the software. You choose which ones each plan gets and how big the allowance is. Changes take effect on the next page load. They do not apply backwards to what people already used.
You also cannot add or delete plans, or change a plan's price, from this page.
Reset to defaults at the bottom puts one plan back the way it started.
Premium Content
This is where you decide which pages are paid.

- Click a tab to choose what you are working on: News, Sessions, Bills or Polls.
- Use All / Premium / Public and the search box to find what you want.
- Tick the boxes next to the rows you want to change. Tick several to do them all at once.
- Click Mark as premium to lock them, or Make public to open them up.
- The Access column always tells you where each one stands: 🔒 Premium or 🌐 Public.
What locking actually hides

Legislators cannot put their own bills or polls behind the paywall. That decision is yours alone. The person who owns a bill and any admin always see the whole thing regardless.
The Access column shows the right symbol on every row you changed.
15. Constituency reports
Problems the public has reported anywhere in the country, and getting them to the right leader.
Click Report in the menu.
- Urgent Reports are at the top. These are marked critical. Do these first.
- Use the filters to narrow the list:
- All Status — New, In Review, In Progress, Legislator Assigned, Resolved, Dismissed.
- All Categories — Infrastructure, Health, Education, Environment, Security, Other.
- All Priorities — Critical, High, Medium, Low.
- Click View Details on a report.
- Under Assigned Legislator, click Assign to and pick the right person. They are told straight away.
- Click the resolve button, pick the new status, write a note, then click Save Update.
Action History at the bottom shows everything that has happened to the report and who did it.
A leader is named on the report and its status has moved on from New.
16. Settings
The platform's name and logo, turning the public site off, and deciding who can do what.
Click Settings in the menu. There are three tabs.
Tab 1 — General Settings
- Change the Platform Name. It shows in the browser tab and in every email the system sends.
- Click Replace Logo to upload a new logo. PNG or SVG, 512×512, under 2MB.
- Enable Maintenance takes the public website offline. Read the warning below first.
- Click Save changes. Nothing happens until you do.
Every citizen and legislator sees a "we'll be back" screen. Nobody can log in, read anything or send anything.
You will not lock yourself out. This dashboard keeps working, so you can always come back here and click Disable Maintenance.
Tab 2 — User & Roles
This is the table that decides what each kind of admin can do.
- Find the row for the thing you care about — they are grouped by section.
- Click the tick or cross in the Admin or Manager column to switch it.
- Click Save changes.
Some cells are locked and cannot be clicked. The whole Super Admin column is locked, because a Super Admin always has everything. Rows with a Super admin tag can never be given away — see the next step.
Reset to defaults puts the whole table back the way it started.
Tab 3 — Team Access
Who can sign in to this dashboard.
- On the right, type the person's Email Address.
- Pick their Role under Assign Role.
- It starts on the least powerful role on purpose. Change it if you mean to.
- Click Send Invitation.
- To change somebody's role later, use the drop-down on their row in the list.
- The refresh icon sends a fresh invitation link. The bin takes their access away.
Inviting people, changing roles and removing access are Super Admin jobs. Other admins can see the list but not change it. Invitations run out after a set number of hours — the page tells you how many.
A green message says Settings saved, Permissions updated, or names the person you invited.
17. Who can do what
Understanding the three kinds of admin, so you know who to ask when a button is missing.

The five things only a Super Admin can ever do
These five can never be given to an Admin or a Manager, no matter what you tick in the permissions table. They are locked in the software.

If a button or a menu item is missing
Nothing is broken. Your role does not have that permission. The dashboard hides what you cannot use instead of showing you a dead button.
- A whole menu section missing → you cannot view that section at all.
- A section opens but the action buttons are gone → you can look but not change.
- A "View-only access" banner across the top → you are a Manager.
- "Access denied" on a whole page → ask a Super Admin to change your role in Settings → User & Roles.
Suspending and verifying use the same button for citizens and legislators. An Admin can suspend or verify a citizen, but the same button will refuse on a legislator. That is on purpose, not a bug.
You know which role you have and who to ask for more.
Common questions
Quick answers to the things people ask most. Click a question to open it.
I forgot my password.
On the log in page click Forgot Password?. Type your email, get the 6-digit code from your inbox, then set a new password. Full steps are in the citizen part, step 4.
Admins: there is no self-service reset on the dashboard. Ask a Super Admin.
The website keeps sending me back to "Finish your profile".
You have not picked both your state and your constituency. You need both. Pick the state first — the constituency box stays grey until you do.
No verification code arrived.
Check your spam or junk folder first. The code only ever goes to your email — never as a text message.
Codes stop working after 10 minutes. You can only ask for a new one once every minute, so wait for the timer to finish, then click Resend now.
Why can't I message this person?
There are strict rules about who may write to whom:
- Citizens can only message legislators, and only ones in their own state.
- Legislators can only message citizens, and only ones in their own state.
- Citizen to citizen is not possible. Legislator to legislator is not possible either.
If your list is completely empty, your state is probably missing from your profile. Set it in Settings.
Why is there a padlock on this page?
It is Premium — paid content. You will see one of three messages:
- This is premium content — you need a subscription. Click View plans.
- Your plan doesn't include this — you pay already, but for a smaller plan. Click Upgrade plan.
- You've used this period's allowance — your plan gives you a set number each month and you have used them. It tells you the date they come back.
Why can't I edit my bill?
Bills lock the moment you send them in. Only drafts can be changed or deleted. You will see "Bill is No Longer Editable". To pull a sent bill back, ask an admin.
I pressed Submit Bill but it saved as a draft.
Something was missing. A bill only really goes in when all six of these are filled: title, the bill text, category, committee, effective date, and at least one co-sponsor. The co-sponsor is the one people forget.
The website shows you a box listing what is missing. Click Go Back & Edit to fix it.
A button or menu item is missing from the admin dashboard.
Your role does not have that permission, so the dashboard hides it rather than showing you a dead button. See Who can do what. Ask a Super Admin to change your role in Settings → User & Roles.
Nothing loads and I see a "we'll be back" screen.
Maintenance mode is on. An admin turned the public website off to do some work. Wait, and try again shortly.
Admins: the dashboard still works. Go to Settings → General Settings and click Disable Maintenance.
No representative shows on my page.
Your area is not set, or nobody has been added for it yet. Check your state and constituency in Settings. If they are right, no leader has been registered for your area yet.
I clicked the legislator invitation link and got "page not found".
That page has not been built yet. This is a known gap, not a mistake you made. Ask your admin to sort your password out another way until the team switches it on.
Can I change my mind after voting in a poll?
Usually no. Most polls take one answer and that is final — you will see "You have already voted on this poll". Voting on a motion is different: legislators can change their vote while the division is still open.
For the team
This section is for the people who built the platform — not for citizens. Delete it before sharing this guide with the public.
Known gaps — things this guide deliberately does not describe as working
Found while writing this guide. Each one is a real, checkable gap in the shipped product. The guide either flags it in a warning box or leaves it out entirely.
- Legislator setup page is missing. The invitation email links to
/legislator/setup, which does not exist inpeoples-power-web. The link 404s. The API side (POST /api/auth/legislator/setup) is complete. This blocks legislator onboarding entirely and is the most urgent item here. - "Continue with Google" on the register form is rendered with no click handler.
- "Contact support" links on both OTP screens are
href="#". - Dead links: the footer points at
/resourcesand/citizen-rights; the homepage "Participate in Polls" card points at/polls. None of the three exist. - Hardcoded numbers:
/citizen/billsshows "08 Active Bills" and "04 Passed This Term" regardless of the data. - Polls "Month / All Time" toggle restyles the button but does not filter the query.
- Project filter pills "Passed" and "Constituency" map to
undefined— they behave identically to "All Project". - Citizen settings footer: "Session Sync Active: 12:45 PM UTC" is a fixed string, and all three footer buttons have no click handler.
- "+ New Initiative" in the legislator sidebar has an empty
onClick. - Hardcoded copy: the legislator projects page says "across Lagos Central district" for every user.
- Co-sponsorship is half-built. Invite works; accept, decline, approve, reject and list all have API endpoints but no UI anywhere.
- Not shipped (commented out in source): Two-Factor Authentication, Active Sessions, the legislator Team Access tab, and the poll Audience Target selector on the legislator side.
- Citizens have no password-change and no avatar-upload UI, though
PUT /api/citizen/avatarexists. /subscriptionis unreachable from legislator navigation — only via an inline paywall or a direct URL.- "Invite User" on the admin citizens page is a plain button with no handler.
- Naming collision: "Constituency Reports" and "Constituent Feedback → Project reports" are two separate systems with near-identical names. The guide calls this out explicitly in both places because it has already caused confusion.
- Dead code:
inertia/components/settings/legislator-settings.tsxis not imported anywhere. - Copy typo: the Track New Bill modal reads "When we have new bills we you will be notified."
How to keep this guide honest
- Every button name here was taken from the source. If a label changes in the code, grep this file for the old string and update it.
- Menu labels come from
peoples-power-web/src/data/navigation.tsandpeoples-power-api/inertia/data/admin-navigation.ts. - The permissions table comes from
app/modules/admin/authorization/permissions.tsanddatabase/seeders/0_role_seeder.ts. - The screens are drawn with CSS, not screenshotted. To adjust where a red number sits, edit the
